1.) Give Access For Create Field :
Give access to the user for create custom signup field
Navigation : Settings → User & Companies → Users
2.) Check Website Configuratuin :
Check that website is set as Free sign up
Navigation : Settings → Website → Privacy
3.) Go to Signup Fields :
Navigation : Website → Configuration → Sighup Fields
4.) Create Custom Field :
Create field according to need but make sure that once field is created changes in that will not apply on field.
Admin can just make it require or remove require and also change active status only
